Help me out here

Right. I've got this memory of a post, and I can't track it down.
* It was about a way of modelling stuff in rpgs, with special reference to technology. The example given was of a communication device, which was divided into three components. Each comnponent could break in different ways, so the players would be able to choose to repair, say, the range or the frequency, but not both.
* I think it was by Neel Krishnaswami
* I thought it was on 20 by 20 room, but I've been looking through their archives and I can find a match.

Anyone remember what I'm talking about, or am I crazyperson?
